0x0000007B: INACCESSIBLE_BOOT_DEVICE

HI, a possible solution is:
Right-click on the Max desktop icon and choose the function "Run As Administrator". Or select the item Properties and on the Compatibility tab check the option "Run this program as Administrator".

and i think the error was caused by your OS,for example, beta os, vista, or 64-bit......

and another possible cause is d3dx9_26.dll missing, actually, you should search your downloads, find it, and paste it to your folder where you installed 3ds max.
