The  Safe Frame provides a guide to help avoid rendering portions of your image that might be blocked in the final output.

You can adjust the size of the safe frame as a percentage of the outer display rectangle with the Safe-Frame controls on the Viewport Configuration dialog.

Frame rate can be set under Time Configuration.

All of the time related settings are made using the Time Configuration dialogue box. To display the dialogue box, click the Time Configuration button Time Configuration on the toolbar at the bottom right to the screen.

Set the frame rate. Click on the "Custom" radio button in the "Frame Rate" section of the dialogue box and set the frame rate to 15 using the "FPS" edit box.
