It doesn't appear there's any way to do this, but if you're only making a draft, you may be able to change the units of the draft file to "in." from "mm". Answered Dec, 15 2010

Hi, you may go to "tools" - "options" - "document properties" and then turn on "dual dimensions", hope it may do some help then.. Answered Dec, 08 2010

In Adobe Photoshop,click "File" >"Open."

Open an image file.

Click "Image" and then "Image Size."

Select "percent" as units to measure the width and height of your picture by using drop-down list boxes in the document size field. Picture dimensions change to 100, making further size changes straightforward. Note that other useful unit options are inches and centimeters.

Check the box "Constrain Proportion" in the bottom of the image size window. If this box is unchecked, then picture proportions can be distorted.

Type a desired value (in percent) for the picture width. For example, if you want to make the image smaller by 25 percent, enter "75" in the field. Note that the "height" value automatically changes to "75" to keep the image proportions.

Click "OK."
