2 Click Settings.
3 Click Taskbar & Start Menu.
4 Click the Start Menu Programs tab.
5 Click Remove.
6 Click the item you wish to remove, and then click Remove.
7 Repeat Step 6 for additional items.
8 Click Close.

If the “program” is asking you to pay money to fix the problem it is most likely some Scareware.
If possible download and run one of the suggested anti-virus programs from the Best of Windows Software list.
As for the start menu I believe this instructions should solve your problem.

Go to C:\Users\Guest\Start Menu, then you can remove the items you want.
