Here is the guide to how to make animal skin style fur texture:

1.Start with a canvas size of 800 x 600.

Click the More >> button in the Colours toolbar and set your primary color to with a Hex value of AC703D.Fill your Background with this colour.

2.Add a new layer - set your Primary colour to Black and Secondary colour to White

EFFECTS > Clouds - Scale 200, Roughness 10. CTRL+F to repeat Clouds

ADJUSTMENTS > Brightness / Contrast - Brightness 10, Contrast 100.

3.Use the Magic Wand tool to select all the white area (hold SHIFT while you select) and delete

Use the Magic Wand tool again to select all the black areas (again, holding SHIFT while selecting).

4.Set your Primary colour to Hex: B14D03.Fill all the black areas with this colour.

5.Duplicate this layer. Change your Primary colour to Hex 64300A and fill the selected areas this colour

Press CTRL+D do deselect.

6.Go to the middle layer and apply EFFECTS > BLURS > Gaussian Blur with a radius of 25 Pixels

Duplicate this layer then flatten the image.

I have a tutorial about your problem. May be you don't need to think about changing effects.
1.First you need to increase your zoom to 8x. You will need to select the Zoom option from the tool bar on the left side of the screen and increase it to eight times the normal size. This will be helpful to work with the finer details of the lightsaber and create that glow effect.
2.Then select a color to begin. Typically, any color will suffice for a lightsaber; but if you want a more noticeable glow effect, pick a neon color. You must know that colors can be selected from the task bar located at the bottom of the screen.
3.Next, select the Lines option and create a vertical line with the selected color. Your initial color selection will act as the base of the lightsaber. And select Custom Color from the task bar at the bottom of the screen and pick a lighter shade of your original color selection. Still using Lines, place a line of the new lighter color on each side of the lightsaber. The new lines must be perfectly flush with the original color. Repeat this process at least five or six times using lighter shades each time.
4.Finally, click on the Zoom option located on the toolbar. Zoom out to your original view. And now you have a lightsaber that seems to glow.
