I guess your soft is painter!

1 Open a picture in Microsoft Paint.
2 Click Image and then select Flip/Rotate.

3 Select whether you want to rotate the picture 90, 180, or 270 degrees and then click OK.

Download the dpy plugins. There are tools in there for rotating, spiraling, and doing other such things to text. Here is the link:

1. Open Paint and click the solid-line rectangle icon in the toolbar at screen left. You'll draw a simple image of a rectangle, which you'll then rotate.
2. Click and drag the mouse near the center of the canvas, then release the mouse to finish the rectangle.
3. Click the icon showing the single diagonal line. This runs the line drawing tool.
4. Click and drag a small "x" near the center of the rectangle to define the point you want to rotate the rectangle around.
5. Click the circle icon in the left toolbar to run the ellipse and circle drawing tool. The circle will provide a guideline for rotating the rectangle.
6. Uncheck the "Image" menu's "Opaque" item. This step prevents the circle drawing from wiping out the rectangle.
7. Press "Shift" to constrain the circle tool to create only circles, not ellipses with different long and short axes. Circles, not ellipses, can plot guidelines for rotation.
8. Drag the mouse to create a circle whose center is the point you drew in Step 4. It may take you a few tries to center the circle.
9. Click the toolbar's line drawing icon again, then draw a line extending from the circle's center to one of the corners of the rectangle.
10. Draw another line extending from the circle's center. Makes its length equal to the previous line, but draw the line at a different angle from the first. The result of drawing the two lines should look like a wedge that's missing an end. The first line you drew is an origin ray, and the second is a destination ray. These two rays help you see where to redraw the rectangle corner you chose in Step 9.
11. Draw origin and destination rays for the remaining rectangle corners, using the instructions in the previous two steps. Make sure the angle each destination ray makes with its origin ray is the same as the first origin-destination angle from the previous step. Determine this angle by estimating it. Accurate estimating may require some practice.
12. Draw lines connecting the endpoints of the destination rays. This will produce the rotated rectangle.
