in windows 7, they have changed the interface for where to set the screensaver (and the lock time for the screensaver)

Control Panel > Personalization

in the lower right corner is an icon for screensaver, click there and on the wizard that pops up you can change the wait time before the screensaver turns on.

to get to the control pannel click on Start and then Control Pannel

if your control panel is set to view by category, select Apperance and Personalization, then Personalization (and/or) change screensaver

if your control panel is set to view by icon, just find the Personalization icon Answered Mar, 15 2011

Simply click anywhere on you desktop, select Personalize
A window pops up, find Screensaver in the right-hand side. Click it to configure Wait time.
Another window pops up, you can set auto lock time there.

Also, you can change power options to Turn off Windows 7 Auto-Sleep Mode
