I just created a simple motion blur effect using a combination of Gausian Blur and Blend Tool.

First I created an object (not too complicated) then Copy/Pasted a duplicate several inches to the right of the original; making it the beginning of my motion. It was reduced in Opacity to 33% then blurred to 3.0. Then another pasted copy that will become the first of 5 objects was set to 20% Opacity with no blurring and placed close behind the Solid object. Then I used the Blend tool to create 3 intermediate objects. I now had 5 objects of varying opacity and blur I added a point in the center of the connecting rule of the blend and bent that rule to create a slight arch to add more visual motion to the effect.
The final product looked pretty good. Answered Feb, 14 2011

Hi,

If it's very slight,  try Smart Sharpen tool.

This tool provides photographers with even more control over their photographs.

The Smart Sharpen tool can be found by going to the Filter Menu Item and then going in to the Sharpen Menu.

Filter > Sharpen > Smart Sharpen.

A motion blur happen when the camera or the subject moves or the camera shutter is open for too long. A faint trail of the subject is formed and there is little sharpness to the image. After choosing the Motion Blur removal option you will see that you are given the option to choose the angle. Just choose the angle that is as close as possible to the direction of the motion blur. The more accurate you are with the angle the better the motion blur will be fixed.

The Motion Blur Removal option works best if the motion blur happens only in one direction. Sometimes the camera may move in many directions and if that happens then the result of this tool is not very great but you can try applying two remove-motion-blur smart sharpens one after the other for each angle in which the motion blur exists.

Technically, motion blur and defocus blur are equivalent to a matrix multiplication, and the blur can be undone by multiplying by the inverse matrix, if that matrix exists -- it does not always.
Practically, removing blur increases noise and can be a difficult trial and error process, involving estimating the amount of blur and then setting controls to remove that much blur.
The appropriate gimp plugin is "refocus-it" (Iterative Refocus), you have to acquire and install the plugin; it will show up under Filters -> Enhance -> Iterative Refocus. This plugin can fix defocus blur and straight line motion blur. If motion blur isn't a straight line, it can help but not as much as if the motion were straight.
For pure motion blur, set "Gauss" to zero, "Motion Size" and "Motion angle" to appropraite values based on the motion visible in the picture. I have no idea what to set "noise" to; "Iterations" should be set to one to reduce CPU time. "Smoothness" and "Area size" should probably be set to zero initially to reduce CPU time. (When everything else is fixed, smoothing can be increased for a less noisy result.) If the results aren't good enough, save the results anyway and then start again using different values for "Motion size" and "Motion angle".
Be aware that "refocus-it" is very CPU intensive; on large photos each iteration will run a single core at full speed for at least a minute; there is some (small) risk that you may overheat your computer. Answered May, 22 2012
