How to disable mouse by registry ?

That is not a Service, it's a Device Driver. The usual method to disable a pointing device is to either disconnect it (while powered down) or to Un-Install the mouse driver perhaps. Windows may try to re-install a driver on the next boot if a pointing device is connected.

That registry item is valuename = "Start" data = 0x00000001 "1" indicates "System: Loaded by I/O subsystem. Specifies that the driver is loaded at kernel initialization."
I do *NOT* recommend you alter that.

One way to reset all mouse settings would be to simply reinstall the mouse. To do this follow these steps:

1. Run devmgmt.msc to get a Device Manager window.
2. expand "Mice and other pointing devices"
3. right click the mouse item and click "Uninstall"
4. press Alt+F4 to shut down

After booting up again the mouse will reinstall automatically with default settings. Note that after step 3 the mouse is disabled. Hence make sure in advance how to perform step 4 using the keyboard only. Answered Dec, 24 2010

Here's what you can do in order to change the mouse pointer speed.
Open Control Panel , under
HARDWARE AND SOUND , click MOUSE. Inside the Mouse Properties window ,
Click POINTER OPTIONS. Set the pointer speed then click APPLY first, then
Click OK.
