On the bottom of the tool bar is two boxes. These boxes are your Foreground and Background colors by default they are black and white. If you click one of them a color picker will come up, where you can change the color.
The foreground color will be the color for you fill and paint tools, while the background color will work when you delete or erase something.
Delete or erase will not fill with the background color unless you are on the "Background" layer. if you are any other layer it will just delete or erase pixels from the layer.
Try picking the foreground color and using the "Paint Bucket" tool to fill the background.
