Certain aspects of a folder may be altered. Although, you need a set of icons. It cannot just be turned red, for example. Somewhere on your computer you need a file with the red folder icon in it. You can create or modify an existing "desktop.ini" file inside a folder to alter the way it looks. These are simple text files that tell Windows how to treat that folder. To try it out, create a text file inside a test folder. In that file, put the following lines of text:

[.ShellClassInfo]
IconFile=%SystemRoot%\system32\shell32…
IconIndex=-21

Then close the text file and rename it to desktop.ini. Now, when you see that folder in Explorer, it will look like a favorites folder (where I stole the icon definition lines from). The "IconFile" statement tells Windows what file to use and the "IconIndex" statement tells Windows which icon in that file to use. Many files have icons in them. Most programs (.exe) do, for example. Most of Windows standard icons may be found in the "shell32.dll" file mentioned in the example and in another file in the same location named "moreicons.dll".
