How to remove background colour in Photoscape?

I've been using photoscape for about a year now, I want to know if I'm able to cut around myself or any item and seperate from its original background so that later I could add a different one?

Not able, it has other options, but crop feature can cut out square shapes or round, but not specific or transparent, those are gif or png files, other programs with transparency options can save files, once you have png or gif, those can be used to import over another image as stamp clip art, such as photoshop or GIMP.

You can use the eyedropper tool to sample the color from the background and then with the brush tool paint out the shadow and the red part under the chin.
