2
Select "Save As" and save the file to the desktop.

3
Double-click on the downloaded file to extract the individual files. Drag and drop all files to the "System32" folder contained within the "Windows" directory on your "C" drive.

4
Open the "Start" menu and click on "Run."

5
Type in "regsvr32 c:\windows\system32\X.dll" and press "Enter," where "x.dll" refers to every "dll" file in the files downloaded during step one.

The Group Policy Editor (gpedit.msc) is only included in the Professional, Enterprise, and Ultimate editions of Windows 7, it is unavailable in the Starter, Home Basic, and Home Premium editions. If you want it, you'll need to upgrade to an edition that it comes with. Answered Dec, 03 2010

Group Policy feature does not include in Windows 7 Home editions, if you want it, you may upgrade Windows 7 to a higher/more advanced edition...

You don't. The Home version does not have the group policy editor.
