In Windows 7 here is a system recovery tool called Startup Repair which can fix certain problems such as damaged or missing system files. When Windows 7 could not start correctly, you may have to run Startup Repair to detect the problems and repair them. Answered Dec, 12 2010

Local Host and local IP should both work. If you mean Internet IP there are several things

Is your server connected to a router or direct to the internet? If you have a router, you will have to port forward the ports needed on the router or it wont be reachable from the internet. (you also need to check with your ISP if operating servers is within "terms of use" its not in many cases)

If you are connected directly and it doesn't work you will need to check with your ISP to see if any servers are allowed. Answered Apr, 11 2011
