First, find or create a .wav file saying what you want. If necessary, you can convert other files types to .wav using this: http://formatoz.com/

Then go to Control Panel > Sound > Sounds tab (this is for windows vista, but is similar in xp)

Scroll down to and click on Windows Logon. Browse to the clip you downloaded/created earlier.

Click ok and you're done. Answered Jul, 12 2011

1.From the Commands pop‑up menu, select a command category and select a command.
2.Prepare to add a shortcut by doing one of the following:
If fewer than two shortcuts are already assigned to the command, click Add Shortcut . A new blank line appears in the Shortcuts box, and the insertion point moves to the Press Key box.
If two shortcuts are already assigned to the command, select one of them to be replaced by the new shortcut, and click in the Press Key box.
Press a key combination.
3.Click Change. Answered Apr, 21 2011
