Hi, I do not quite know how to make it in ms paint, but you can make that also in Microsoft Picture Manager, which is also a good tool for image editing:
1.Open the picture you want to edit in Microsoft Picture Manager. Click on the "Picture" menu option at the top left of the screen, and then choose the "Brightness and Contrast" option.
2.Click on the "Auto Brightness" button inside of the "Brightness and Contrast" adjustment bar that opens on the right side of your screen.
3.Click on the "Brightness" slider control to make manual adjustments to your brightness levels instead of using the automatic adjustment. Answered Jan, 01 2011

Well, I think this way can help you.
I just get the way in this website:http://www.ehow.com/how_4523294_adjust-brightness-photo-using-microsoft.html
1.Open the picture you want to edit in Microsoft Picture Manager. Click on the "Picture" menu option at the top left of the screen, and then choose the "Brightness and Contrast" option.

2 Click on the "Auto Brightness" button inside of the "Brightness and Contrast" adjustment bar that opens on the right side of your screen. Microsoft Picture Manager will automatically correct the brightness of your selected photo for you.

3 Click on the "Brightness" slider control to make manual adjustments to your brightness levels instead of using the automatic adjustment. To make your photo brighter, move the slider to the right. To make your picture darker, move the slider to the left. Continue making small adjustments to the slider until your photo is the ideal brightness level. Answered Mar, 26 2011

1. Open Windows Photo Gallery by clicking the Start button, clicking All Programs, and then clicking Windows Photo Gallery.
2. Click the picture you want to correct, and then click Fix.
3. Click Auto Adjust.
Wait a few moments while Windows automatically corrects your picture's brightness, contrast, and colors.
4. Click Back to Gallery to automatically save the changes to your picture.

1 With your photo open in Photoshop, take a look at your photo. Do you have a section which is too light? if so, make a new layer (layer/ne layer).
2 Select a medium gray foreground color.
3 Click on the paintbrush tool and choose a brush which is soft and an appropriate size for your bright spot.
4 Cover up the bright spot with gray paint on your new layer.
5 Change the blending mode on your layers palette from "normal" to "multiply." Your bright spot has been knocked down a few degrees!
6 Fine tune your work. Soften any edges by going to filter/blur/gaussian blur. Decrease the opacity of your layer if needed. Erase anything that got too shaded.
7 Repeat the process for overly dark colors. On a new layer, paint over any overly dark areas, but use white paint and soft light as a blending mode. Answered Jan, 14 2011
