Disable Lock or Unlock the taskbar in Windows 7

Click the "Start" button, and type "regedit" in the search box.
Browse the list as
HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Policies\Explorer.
Create a new 32-bit DWORD value.
Name it LockTaskbar.
Double click on it to set its value data to 1.
